The stinking dispute

The US Wall Street Journal newspaper post an article to appeal the President Obama to prevent the protective dispute about Vietnam Pangasius.


According to this article, the US Agriculture Board is considering whether VietNam Pangusius are belong to Catfish or not.

If they consider the VietNam fishes as Catfish, they will be controled by Agriculture Law in 2008. For this, the Catfish will have a very strict regulation of cheeking quality, so, Vietnam is difficult to follow because the cost is very expensive and takes so much time to set the cheeking system.

Wall Street Journal says that its effect like rule of banning import.
In the beginning of the article, Wall Street Journal wrote:
“The protective dispute, taking place in US about importing fishes from Vietnam, must be stinking as a batch of fishes catching yesterday.”
Turnning point
In reality, this dispute started from beginning of 2000.
At that time, Catfish manufacturers of US persuded Congress through the law that said that Vietnam basa and Pangasuis were not catfish.
They don’t want the Vietnam basa and Pangasuis to use this famous brand name of US for competition in their interior market.

However, Wall Street Journal said that after the US people had seen that the Vietnam fishes with the name Basa or Pangasuis are still best selling because of their good quality, they had a dumping up to 60 percent.

Now, the dispute has a new turning point.
The American forbid to call the Vietnam basa and Pangasuis Catfish at the first , and now, they changed their idea.
Threatening

Wall Street Journal said that, The Chairman of Lower House financial services board, Barney Frank, mailed for the Agriculture Board to protest the plan of putting Vietnam fishes into one of kinds of catfish.

Wall Street Journal revealed that US would do everything they can as long as they could prevent Vietnam fishes from approaching to US market.
Meanwhile, Vietnam would also do everything as long as their fishes could approach to the kitchen of US people.
Contrary to considering the Vietnam fishes like the US Catfish when approaching US market at the first time, The Vietnam ambassador, Le Cong Phung requested that the Americans put Vietnam basa and Pangasuis into kind of Catfish.

According to Vietnam News Agency, the email of Mr Phung on May 15, sending to nearly 140 parliamentarians, appealed their support in order to the US Argiculture Board would not put Vietnam basa and Panganuis into the list of Catfish.

To defend his idea, Mr Phung gave the decision that Vietnam manufacturers could not use the name of Catfish few years ago.
However, the manufacturers in Vietnam fishes had the support from some lawmakers in US.

Wall Street Journal said that, The Chairman of Lower House financial services board, Barney Frank, mailed for Agriculture Board to protest the plan of putting Vietnam fishes into one of kinds of Catfish.

He added, in his hometown Massachussetts, there were some factories which used Vietnam materials and lack of Basa and Panganuis will influence to jobs of US.
Wall Street Journal said that The industry of basa and Panganuis in Vietnam contributed 1,4 billions dolar for Vietnam GDP ( 90 billions VND ).

They said that if the president Obama declare sincerely everyone to recover the image and leadership of US in the world, he should stop trade disputes which have this basa and Panganuis case.
