What future for the Pangasius and Basa fish?

The Ministry of Agriculture of U.S is drafting the last of new regulations. Therefore, the Pangasius of Vietnam will be added into the list of slippery skin fishes, or called catfish. If these decisions are applied on December 2009 as expected, our Pangasius was exported into American market will be subject to special inspections, causing difficulties for domestic exporters.



Obviously, fate of two types of Vietnamese seafood having advantage on American market is unlucky, originating in unfair competition and originally considering the policy of the United States’ protection.

As soon as Vietnam-America Trade Agreement began to be implemented in 2001, the U.S issued a law so that the Vietnamese slippery skin fishes were not acknowledged to be catfish, creating conditions for American farmers to hinder Vietnam’s fishes to enter this country’s market. Then, Vietnam must name the Pangasius for its products and also taking a lot of effort and money to explain for customers seeing that Pangasius’ quality and price was totally outstanding.

After Vietnam’s these products enter American market conveniently, U.S enterprises sued us for Pangasius dumping. Therefore, Vietnamese farmers must try their best to prove to American Inspection Groups coming Vietnam that we completely didn’t dump.

Thus, through few consecutive years, in the story of Pangasius seemed to be undisturbed although U.S companies continuously used legal tools to cause difficulties for fish products of Vietnam, particularly applying to tax of banning dumping, damaging Vietnamese enterprises.

By 2007, in the U.S there is a rumour of Chinese catfish imported in American market using too many antibiotics and preservative chemical. That is the reason why Farm Laws of 2008 was enforced, having tight inspection for the catfish.
 
Recently, the U.S Ministry of Agriculture is drafting more new regulations, thus the Pangasius of Vietnam can be added into the list of slippery skin fishes that before they themselves, not others, brought out many theoretical points to prove that the Pangasius of Vietnam didn’t belong to the catfish. That is unreasonable speech of the strong country.

In spite of such difficulties, the export of Pangasius of Vietnam to American market has increased.  The statistics of Vietnam Seafood Export-Import Association in the first quarter of 2009, the export of Pangasius to the U.S acquired over US$22 millions, up 93,4% compared with the same last year of 2008.

Certainly policymakers of the U.S knowing that in condition of globalization, carrying a product line into somewhere market for the producers is very miserably hard. They must prove that their products ensure food safety and hygiene as stipulated by importing countries. Then, they must establish tight relations with the importers as well as consumption system, and the most important thing is to convince the consumers of the importing countries about quality of products.

According to Mr. Ngo Van Thoan, the commercial counseller of Vietnam in U.S, Vietnam gave many efforts to popularize out products in U.S market, thank to this, Our products took the consumers’ trust in US. He said that definiting the Pangasius of Vietnam once more time wasn’t reasonable.

He said : “ First, according to the U.S law in 2002, the U.S cued the Vietnam enterprises for dumping, they banned Vietnam from selling the Pangasius at U.S with the name “ catfish”, Many exporters and importers of U.S were very hard to popularize well this kind of fishes that the consumers like so much now with the new name “ tra” and “ basa”. For this reason, from 2003 to now, the U.S market still likes these fishes of Vietnam. Now, they move the Pangasius from the US Food and Drug Administration ( FDA) to the US department of Agriculture (USDA) for management and suggest changing with the name “ catfish”, this means it is conflict with themselve and not suitable to VietNam”.

If the Vietnam Pangasius is definited again with the name “catfish”, it means the Vietnam exporters will spend more efforts and money to satisfy the difficult request of the U.S. This will cause the difficulty for the Vietnam manufacturers and the U.S importers, and finally, the costumers must be effected.

Exporting the Pangasius resolved employment for the farmers, especially, in the Mekong Delta, but the U.S market just gets 5%, now, two of these seafood products are exported to Japan and Europe in chief.

According to Ms. Pham Chi Lan- an independent research expert, a person well-informs about the world business relation- that we can completely deal with the U.S government. After dealing, if the U.S is still serious and seeing that this change causes the difficulty for the fish exporters of Vietnam, we can completely use the membership of WTO to apply in resolving the WTO’s disputes.
