SPS standards are applied on aquaculture trading in order to help this industry reach 4 billion USD)

According to the Ministry of Agriculture and Rural Development, although in the first 6 months of the year, the Vietnamese aquaculture export has faced a lot of economic problems, 1.7 billion USD are gained. This number is 11% lower than last year.



Industry and Commerce – Pangasius is exported with the highest quantity, 206,800 tons (473.9 million USD). The following position belongs to shrimp export with the total value of 438 million USD in the first 6 months of the year. The main market consuming Vietnamese aquaculture is EU with 357 million USD, which covers about 26%. Following are Japan, America and Russia.
Although Pangasius is the best one in the exported products of Vietnam in the first 6 months of the year, its quantity exported is lower than the same period in 2008 for the first time since 10 years ago. That’s why many professors predict that its value in 2009 may be only 1 billion USD.
The best fishermen in the first 6 months of the year are Phu Yen province with 23,870 tons (6.2% higher than last year) and Binh Dinh province with 66,304 tons (11% higher than last year). The total quantity of exported fish caught of the whole country is 1,161,000 tons, 52.8% of the plan and 7.7% higher than last year. Besides, it is also optimistic with aquaculture farming. Total quantity of aquaculture in the first 6 months of the year is about 1,123,000 tons, 46.8% of the plan and 7.2% higher than the same period last year. This shows the very serious effort of the industry to reach a position in the international market.
However, the Vietnamese aquaculture industry still has to face a lot of challenges. In 2008, its markets were located in 160 countries. This number is now 120. In addition, many events related to the quality of Pangasius and shrimp also make the situation worse.
Mr. Tran Van Dung, director of Baseafood, said that the basic problem of the aquaculture processing enterprises and the exporters is now the lack of material. The sources seem to be used up while the government has not had any specific plan about the quantity, the regions, the species, the time and the transportation, which can be legally in use, save and renew the aquaculture sources. Besides, the price of agricultural food is too high while the price of material and exported product cannot stay stable. This makes the contradiction between the enterprises and the farmers more serious.
According to the professors, in order to cope with the difficulties now, the processing and exporting enterprises should use the SPS from EU because our products do not meet the international standards of food safety and security. They are sold at a lower price than the products exported from other countries. However, the enterprises should use it carefully and together to assure the integration of SPS application.
If Vietnamese aquaculture enterprises use the SPS, the industry will soon have a more stable position in the world.
Moreover, VASEP also needs to co-operate with the industry and the enterprises to solve some problems about the co-operation among producing material, processing and consuming; the co-operation among the enterprises to enlarge the market and encourage the competitiveness of Vietnamese products; quality and origin management and the commercial berries; information suppliers, which can make the quality and the commercial encouragement become better and more professional; the co-operation with the government to issue the policies, which brings benefit to the aquaculture enterprises.
It is still not half of the way but the Vietnamese aquaculture industry is expected to get through the difficulties and reach the target of 4 billion USD said by Ministry of Agriculture and Rural Development.
